Clean Indore Dirty Trains CAG Audit and Western Railway Compensation Case

Clean Indore, Dirty Trains?

Cockroaches, unclean washrooms, and water leaking from coach ceilings turned a train journey into a consumer dispute, prompting a commission in Indore to direct Western Railway’s Ratlam Division to pay Rs 10,000 to passengers for deficiency in service.

The case brings a local dimension to concerns over railway cleanliness documented in a performance audit by the Comptroller and Auditor General of India (CAG), which found a sharp rise in complaints about coach hygiene and identified shortcomings in cleaning infrastructure, contractor monitoring, and the handling of passenger grievances.

The CAG’s latest audit report of cleanliness and sanitation in long-distance trains, covering 2018–19 to 2022–23, recorded an increase of 229% in coach-cleanliness complaints, from 69,950 in 2019–20 to 2,42,431 in 2022–23.

While the increase in complaints does not, by itself, establish a corresponding deterioration in cleanliness, the audit identified operational deficiencies that raise questions about the effectiveness of the systems intended to maintain hygiene on trains.

Water Shortages and Cleaning Delays

The audit found that Indian Railways received 1,00,280 complaints in 2022–23 about the non-availability of water in coach toilets and washbasins. Of these, 33,937, or 33.84%, were addressed beyond the stipulated timeline.

An inspection of 24 automatic coach-washing plants found that eight were not operational because of breakdowns or repair work. During the audit period, 1,32,060 coaches were washed manually under contract at a cost of Rs 2.58 crore.

The report also identified shortcomings in cleaning arrangements at stations covered by the Clean Train Stations scheme, including limited cleaning, inadequate use of machinery, and shortfalls in manpower deployment.

Key Audit Metric: Over 33% of water-shortage complaints lodged by passengers in 2022-23 were resolved past the official turnaround deadline, reflecting systemic delays in real-time grievance redressal.

Consumer Commissions Step In

In the Indore case, passengers traveling toward Yeshwantpur on August 6, 2023, submitted tickets, RailMadad reference records, and a formal representation after onboard staff failed to resolve hygiene grievances during the trip. Finding that Western Railway had not adequately established that the reported issues were resolved, the District Commission ordered Ratlam Division to pay Rs 10,000 toward mental agony and litigation expenses, plus 6% interest for delayed payment.

This ruling reflects a growing trend of consumer commissions holding rail authorities accountable for sanitation failures and unrectified RailMadad tickets across network routes:

  • Dinesh Seth vs. Union of India & Western Railway: The MP State Commission awarded a refund of the AC-Sleeper fare differential and enhanced compensation to Rs 25,000 for non-functional AC and unhygienic coach conditions out of Indore.
  • Nagendra & Family vs. South Western Railway: The District Commission awarded Rs 10,000 in compensation, Rs 5,000 in costs, and a full ticket refund after 24 passengers were forced to abandon their journey due to complete water depletion in coach washrooms.
