Corrupt accountant of government school, punished by court, Removed from Service by department

Setting an example to avert cases of corruption, Joint Director of Directorate of Public Education Indore division announced removal an employee caught taking bribe. After passing the order, Joint Director Manish Verma noted the importance of floating the order other than official requirements to ensure that such cases are not repeated.
“We are all working in education department, where we are the first ones setting an example for our future generation,” Verma said. He added that setting an example with removal, not just suspension in case of corruption is must.
The order of ‘removal from service’ was taken out against 50-year-old Devendra Upadhyay, son of Satishchandra Upadhyay.
Caught taking bribe on complaint of assistant teacher 
Upadhyay was an accountant posted at Mundi higher secondary school in Khandwa. He was caught while accepting bribe of Rs 10,000 in Oct 2016. He had demanded money to release complainant’s pending dues.
Upadhyay was arrested on the complaint of assistant teacher, posted in a school in Punasa, Khemgir Goswami. Khemgir had lost vision in his one eye after which he had been getting compensation amount under the disabled category from the government.
He also had some pending arrears in his name but the accountant was not clearing them. Agitated with this, Khemgir had approached Lokayukta police with a complaint that accountant Upadhyay demanded Rs 30,000 to clear his pending debts of Rs 1.6 lakh.
After much negotiation the amount was settled at Rs 10,000 and the accused called Khemgir to Mundi to give the amount. Lokayukta police had prepared a plan to catch the accused red-handed.
Upadhyay was booked and arrested under relevant sections of the IPC.
Proceedings for Removal by Joint Director
Though Upadhyay was arrested and charged by Lokayukta police, Directorate of Public Education Indore division further investigated the case for complete removal of corrupt employee from the department.
“As per norms, district education officer, Khandwa had been allotted the task of conducting inspection on the case and sending requisite notice in 2019,” Verma said. The task had been allotted in 2019 after the imprisonment term of the employee was complete.
“In April 2019, we had begun investigation based on the premise of corruption,” Verma said. The investigation proved Upadhyay to be guilty and requisite notice was sent in May 2019.
“Since, we did not get reply, the final hearing of the case was held in Indore in June,” Verma said. Looking at the evidences, an order was passed for removal of service.
