FIR against Deputy Ranger, overriding home ministry’s order
Despite instructions from Ministry of Home Affairs, India, an FIR was registered against Choral deputy ranger at the complaint of a villager to stop encroachment eviction drive in the area.
The order first issued in 2012 from the ministry, clearly instructed to the police that the forest officer-employee cannot be booked on the basis of memorandum and complaint by the people who are angry with the action to remove encroachment.
In the whole matter, a case can be made after discussion with the senior officers of the Forest Department. It is also written in the order that action against such police officials registering a case against the forest workers without conducting any investigation will be taken.
Ranger’s case
Deputy Ranger Rajesh Jarwal and other forest workers were patrolling in Ashapura forest area of Choral. They saw the encroachment and asked the villagers to remove the encroachment from the land. Villagers led by women argued with the deputy ranger.
Villager tried to attack Jarwal with an axe. The deputy ranger ran and escaped the scene. A video of the same was also provided to the department.
When the same villagers approached Simrol police station, the station in-charge registered FIR without checking with Forest department.
Forest dept & Police dept conflict
Indore Forest Division to remove encroachment from Choral and other forest ranges. Though it is essential that police force is provided, the department has not been provided the necessary support.
Furthermore, with the FIR registered against the ranger caused anguish and anger among forest workers. The forest workers have complained to APCCF and CCF about the FIR being lodged against Choral deputy ranger and other forest workers.
For action, police force has been sought by giving 16 applications in a year at Simrol police station. But it is denied stating that there is not enough staff.
Due to deteriorating coordination between the forest department and the police, now both the departments have come face to face.
During the year, encroachment action was taken from many places including Umath, Beka, Raskudia, Rajpura, Sendal-Mendal, Ashapura. Many times the application for the police force was given to the police station a day before to help in the removal encroachments.
Since nobody from police department turned up, Mhow-Manpur range and flying squad have to be sent for assistance.
“I have spoken to Police Commissioner Harinarayan Chari Mishra several times. On the other hand, TI RNS Bhadauria says that if force is available then it is sent. But many times the police force is asked for on time,” DFO Narendra Pandwa said.
